    摘要: This paper analyses the incidence of broadband on regional productivity in Brazil, intending to find out if the economic impact is uniform across all territories of the country. The possibility of performing a regional approach to test the effect of broadband on productivity in an emerging country represents a novelty for the literature. Results suggest that the impact of broadband on productivity is positive although not uniform across regions. On the one hand, it seems to depend on connection quality and network effects. Faster download speed and critical-mass accounting for network externalities in the region enhance the economic impact of broadband. On the other hand, higher productivity gains are estimated for the less developed regions. The fact that the less productive regions in Brazil seem to be benefiting more from broadband may suggest that it can constitute a factor favoring regional convergence in the country.

    摘要: We examine the contribution of R&D to firm productivity in a large panel of European firms and study its variation with the age, size, and sub-sector of firms. We find that R&D capital in ICT firms has a larger effect on revenue when compared to non-ICT firms. At the firm level, our results suggest that, surprisingly, smaller and older ICT firms benefit the most from R&D. Small but mature ICT firms are likely to dominate market niches, and small size may enable them to be flexible and adaptable which helps them respond to technological opportunities to develop innovative products and services. This has important implications for public policy based upon firm age.

    摘要: The cloud computing market is rapidly expanding and changing the nature of ICT across all sectors; cloud computing transforms ICT from a tool dependent upon investment and physical ownership to one that can easily make use of outside resources. On the other hand, cloud computing services are being provided not only for simple data storage, but for many purposes through several different service models, such as SaaS (Software as a Service), PaaS (Platform as a Service) and IaaS (Infrastructure as a Service). Due to, among other factors, the nature of its network externalities, the market seems to be gradually shifting to a market with oligopolistic characteristics in which the services are provided by a limited number of bigname firms. In this paper, the impact of the shift of the cloud computing market to a market with oligopolistic characteristics on utility-based social welfare is quantitatively estimated and analyzed utilizing DSGE (Dynamic Stochastic General Equilibrium) model-based simulation. The main objectives of the paper, rather than to ascertain the exact change of utility-based social welfare, are (1) to determine whether there is a (realistic) shifting path of macroeconomic variables in Japan's case, under the shift and (2) to illustrate the dynamic interaction of the macroeconomic variables. Utility-based social welfare is chosen, because for the purpose of evaluating policy measures it would be more suitable than GDP. Also, several kinds of policy measures for the sound development of the cloud computing market that the industry and government can take are discussed in a sense related to a market with oligopolistic characteristics.

    摘要: Using a mix of survey data from the Household Income and Labour Dynamics in Australia survey and the Household Expenditure Survey, we examine the changing nature of telecommunications expenditure in Australia in the period 2006-2015. We show that it behaves like a core necessity such as food. Households with youth or young adults spend more on telecommunications than other households. The elderly and disadvantaged groups spend less. We propose measures to identify low-income households with relatively high or relatively low expenditure on telecommunications. These measures can be used to identify households that potentially have "telecommunications inadequacy" or "unsustainable telecommunications expenditure".

    摘要: This paper explores how intangible capital affects the growth of ICT-intensive sectors in China by examining 29 sectors in 30 regions for the years 2003-2015. It is shown that the value added in ICT-intensive sectors in China will grow faster in regions with faster development of intangible capital. This effect is robust to alternative measures of intangible capital and ICT intensity indicators, and even if other region-level determinants of sector growth such as human capital, non-ICT physical capital and financial market development are taken into consideration. The findings imply that Chinese policy makers should aim for not only more ICT investment but also the development of intangible capital.

    摘要: We examine the effects of broadband speed on county unemployment rates in the U.S. state of Tennessee. We merge the older National Broadband Map dataset and the newer FCC dataset in lengthening our broadband access data over the period 2011-2015. Extending the dataset improves the precision of the estimates. Our panel regressions control for potential selection bias and reverse causality and show that broadband speed matters: unemployment rates are about 0.26 percentage points lower in counties with high speeds compared to counties with low speeds. Ultra-high speed broadband also appears to reduce unemployment rates; however, we are unable to distinguish between the effects of high and ultra-high speed broadband. We document beneficial effects of the early adoption of high speed broadband on unemployment rates. Better quality broadband appears to have a disproportionately greater effect in rural areas.

    摘要: About 3.5 billion individuals, half of the world's population, were estimated to be using the Internet in 2017. However, their ability to use services such as cloud computing, VoIP, media streaming, high-frequency trading, network gaming, video conferencing and telemedicine, are sensitive to the network quality of service (QoS). We examine the effects of pro-competition regulation on Internet QoS - a measure of digital divide - using 23 indicators of competition from a panel of 160 countries covering 2008-2016. We find that pro-competition regulations had a stronger positive effect on QoS in developed countries compared to developing ones. A one-point increase in the pro-competition score increases QoS, measured as average connection speed, by at least 200 kbps in developed countries. Our results control for supply and demand factors, as well as country-fixed effects. The results are also robust to different measures of average connection speed. We attribute this variation to difficulties in the contracting environment in developed and developing countries, consistent with Levy and Spiller (1996). Countries with better institutional endowments - associated with developed economies - are better able to design and enforce complex regulatory contracts compared to developing countries. Ironically, this means that more pro-competition rules on paper will not necessarily narrow the digital divide between developed and developing countries and that there is a need to consider minimum quality standards as a means to effect improved Internet QoS.

    摘要: The research assesses how information and communication technology (ICT) modulates the effect of foreign direct investment (FDI) on economic growth dynamics in 25 countries in Sub-Saharan Africa for the period 1980-2014. The employed economic growth dynamics are Gross Domestic Product (GDP) growth, real GDP and GDP per capita while ICT is measured by mobile phone penetration and internet penetration. The empirical evidence is based on the Generalised Method of Moments. The study finds that both internet penetration and mobile phone penetration overwhelmingly modulate FDI to induce overall positive net effects on all three economic growth dynamics. Moreover, the positive net effects are consistently more apparent in internet-centric regressions compared to "mobile phone"-oriented specifications. In the light of negative interactive effects, net effects are decomposed to provide thresholds at which ICT policy variables should be complemented with other policy initiatives in order to engender favourable outcomes on economic growth dynamics. Practical and theoretical implications are discussed.

    摘要: A review of the literature on the relation between telecommunications and economic development published since the turn of this century is undertaken. Two stages have been considered: until 2008, most contributions continued to examine the role of telecommunications taken together; since 2009, the impact of broadband -and, to a lesser extent, of mobile communications dominates the research agenda. All in all, the role of telecommunications as a catalyst to leverage economic growth has been conclusively proven over the years. Taking into consideration the shortcomings of previous research, suggestions for future work are also provided.

    摘要: The roles of contextual determinants such as culture and political regime in existing studies of Internet use and institutional trust remain underexplored. Adopting a cultural-institutional perspective, we ask: How does Internet use relate to institutional trust? Under what conditions is the impact of Internet use on institutional trust most potent? Do authoritarian orientation and perceived institutional responsiveness mediate the relationship? Is this mediating process moderated by the degree of democratic freedom? A total of 20,667 respondents from 14 East Asian countries/territories completed questionnaires. Our results show that the indirect effect of Internet use on institutional trust via authoritarian orientation was stronger for countries/territories with a low degree of democratic freedom, while the indirect effect of Internet use on institutional trust via perceived institutional responsiveness was stronger for countries/territories with a higher degree of democratic freedom.

    摘要: This paper conducts a comprehensive literature survey of the papers that examine the link between ICT and economic growth. Using a rigorous screening framework, we found 208 academic papers that were published from 1991 to the cutoff date of October 30, 2018.This survey provides a robust set of insights into the distribution, research strategies, and findings of the surveyed papers, taking into account their geographic focus and type of ICT-growth links. This study also reveals the key factors that predict the citation impact by paper. Among the directions for future research, this paper argues that the time has come for the research on the ICT-growth link to shift its main focus from evidencing its positive relationship to advancing the understanding on why and how emerging digital technologies directly or indirectly affect economic performance.

    摘要: The literature on the relation between telecommunications and economic development published during the 20th century has been reviewed. It all began in 1963 with the publication of the Jipp curve. Over the twenty years that followed, there was hardly any noteworthy, at least academic, contribution. Already in the eighties, the debate was still focused towards the role of telecommunications in the integration of developing countries into the world economy. In the last decade of the century, subsequent research broadened the scope the lack of an adequate telecommunication infrastructure is a serious drawback for any country, and also made a qualitative and quantitative jump forward.

    摘要: This paper examines the contribution of digitalization to economic growth of Sub Saharan Africa (SSA) in comparison with the Organization for Economic Cooperation and Development (OECD) economies. The main reason for comparing the most and the least developed countries to measure the effects of digitalization is to have an insight of whether such effects depend on the levels of development of the country. New technologies in Sub Saharan Africa are assumed to have played significant roles in economic activity, including accessibility of communications, which was impeded by poor infrastructure, accommodation of the poor majority who were initially financially excluded from mobile banking and participation of small and medium enterprises (SMEs) in e-commerce. On the other hand, due to the effects of digitalization, least developed countries in SSA have been facing a premature deindustrialization.This study employs a panel dataset consisting of 11 years from 2006 to 2016 for 41 SSA and 33 OECD economies and we use the generalized linear methods of moments (GMM) estimators. The results show that digitalization has a positive contribution to economic growth in both groups of countries. The effect of broadband Internet is minimal for SSA compared to OECD countries, whereas the impact of mobile telecommunications is higher in SSA compared to the OECD counterpart. These results are particularly interesting as less advanced technologies create more opportunities in the least developed countries since there is more space for improvement. With respect to policy implications, this study recommends that SSA governments should invest more in ICT along with other infrastructures, so as to benefit from digitalization and to realize significant economic growth.

    摘要: This study investigates mechanisms underlying the influence of telework on labor productivity in Japan. First, this study finds that appropriate telework hours increase labor productivity, but when telework hours are too long, telework decreases labor productivity. Second, telework increases life satisfaction, and life satisfaction improves labor productivity. However, telework increases the stress of balancing work and domestic chores, contrary to Japanese governmental expectations, and the stress decreases life satisfaction. The stress, fortunately, does not directly reduce labor productivity. Although telework increases happiness and work satisfaction, these factors do not influence labor productivity. Third, this study clarifies that telework is more efficient for improving labor productivity if workers commute more than 1 h or commute by trains or buses that are usually very crowded during rush hours in Japan. Finally, the effect of telework for workers who have a greater number of potential trivial duties is insignificantly larger. Supervisors and colleagues often ask others to perform trivial, extra tasks without regard for schedules. Telework may help workers avoid such trivial duties and increase labor productivity. However, the importance of trivial duties is also demonstrated in this study.

    摘要: The global gaming industry, especially the mobile game market, has grown rapidly in recent years. One of the important characteristics of mobile games is that their lifetime is remarkably short compared with those of PC or console games, and downloads of most games peak during the early period of the service. Acquiring as many users as possible immediately after the launch and retaining these users therefore becomes very important for the successful performance of mobile games. This study aims to identify the determinants of mobile game success during different periods after the launch by comparing the first week's performance with the first 4 weeks' performance using a multiple regression analysis with mobile game application downloads from Google Play and estimated sales revenue as performance indicators. The predictors were classified on the basis of the pre- and postlaunch phases, and developer/publisher and third-party factors. A key finding is that for both revenue and downloads, TV advertising and the number of online videos have strong impacts on both the first week and 4 weeks' performance. In addition, preregistration during the prelaunch stage is effective for increasing both revenue and downloads in a relatively short time. Online videos uploaded by the users during the postlaunch phase may help to maintain long-term revenue. Although awareness of IP and name value of publishers are significant for short-term downloads, the effect diminishes after a month, which might imply that there could be an opportunity for small- and medium-sized companies to invest in media and obtain mobile platform advantages in the long run.

    摘要: Recently, smart home services have come to the forefront as part of the growing market for the "Internet of Things." Since these smart home services were introduced, they have been expected to grow rapidly. However, contrary to optimistic expectations for future market growth, the smart home market has appeared to hit a roadblock and remains at an early market stage. This study attempts to identify the possible barriers that consumers perceive when they are introduced to smart home services. Based on the resistance theory and perceived risk model, we investigate the relationship between perceived risk and resistance to smart home services, using technological uncertainty and service intangibility as the antecedents of perceived risk. Dividing perceived risk into four dimensions performance risk, financial risk, privacy risk, and psychological risk the empirical results show that these four risk types are affected by technology uncertainty and service intangibility, and the perceived risks, except for financial risk, have positive effects on the resistance to smart home services. When the survey respondents are divided into two types, postponers and rejecters, the result of postponers is similar with that of total sample, except that privacy risk is unimportant to postponers, and the result of rejecter cannot satisfy the recommended model fit.

    摘要:This study has been undertaken to determine the effect of mobile phone attributes on their retail market prices. A log-linear hedonic price model was fitted to a total of 348 handsets, for which data were collected about various attributes from different websites, while the price data were obtained from mobile phone retailers in two major cities of Pakistan from November 2016 to February 2017. Results indicate that brand, battery capacity, weight, operating system, RAM, memory size and display size have a significant positive effect on mobile phone prices. Given the significant premium associated with various characteristics, manufacturers need to formulate strategies to emphasize the battery capacity of 2000-3000 mAH, RAM of more than 1GB, screen size of more than 5 inches, memory size of more than 8GB, back camera of over 15MP, 4G network mode, front camera and FM radio.

    摘要:This paper provides a critique of information and communication technology (ICT) policies in developing countries. Based on critical discourse analysis (CDA) of Iranian government discourse in the case of electronic fund transfer at the point of sale (EFT-POS) system, we illustrate the influence of global discourse on the policies and their contributions to the outcomes. We also analyze how policy shaped the ways in which different actors were included and allowed to participate in the implementation process. We show that enhancing the mainstream criteria like the rate of ICT adoption and diffusion, do not necessarily mean that policy will reap the expected benefits. From this standpoint, we propose that the focus of debate in policy making and defining policy objectives should move beyond setting objectives exclusively adopted from global discourse to also considering local issues and concerns. In such conditions, there will be less resistance to the government plans and fewer social challenges.

    摘要:Many countries' policymakers have conducted international price comparisons of mobile telecommunications services to prevent service operators from overcharging subscribers. However, those comparisons have become more complicated because of the escalation in service usage and telecommunications expenditures spurred by the proliferation of smartphones and broadband LTE wireless internet service networks. The basket-based methodologies that have been widely used for international price comparisons are also limited-first, because the baskets for comparison may not be representative of actual service usage patterns in some countries; second, because they are difficult to apply to highly differentiated service plans due to the significant increase in wireless internet service usage and widely used plans with unlimited voice call service and SMS/MMS; and third, because they cannot consider the quality of service, such as upload and download speed in various service environments, at all. As an alternative, this paper proposes a hedonic pricing model that accounts for service quality and its variation in potentially disruptive environments, as well as fixed charge for a mobile phone additional to the price of service plans. The model was used to derive quality-adjusted price indices of mobile telecommunications services for twelve cities in ten countries with broadband LTE wireless internet service. The empirical results confirmed that the price index of each city varied significantly across the specifications,-both within the United States and internationally-depending on whether the model was constructed to reflect service quality and its variation on roads, in buildings, and in subways. The price index of each city also varied depending on whether the subsidized price of a mobile phone was considered part of the monthly price of a service plan. These results have important implications for policymakers seeking to understand the ultimate level of mobile telecommunication service prices for their country in a global context.

    摘要:Drawing on the increasing body of literature on policy stakeholders and the ever-growing acknowledgement that communication policy is crafted by more than just parliamentarians and formal communication regulators this paper examines the role that another set of regulators plays in communication policy: agriculture regulators. Based on a study of the United States Department of Agriculture's Rural Utilities Service (RUS), this paper explores alternative agents of communication policy. More specifically, through document analysis we examine the way in which the Rural Utilities Service has shaped rural broadband policy in the United States over the last three decades. The implications for this research are wide, as it brings another policy actor into the policy making melee, and pushes communication policy scholars to consider the role that non-traditional communication regulators play in the communication policy making process.
